 The International Real Property Foundation (IRPF) is an independent, non-profit, public purpose Foundation which strives to create free, efficient, transparent and equitable real estate markets anchored to private property rights; to develop civil society by establishing an ethical and trained real estate profession committed to protection of the public and organized into representative real property associations; and to promote real property ownership as a key element of strong democracies and poverty alleviation.
IRPF focuses on the developing countries of the world where its expert practitioners and property professionals collaborate with emerging real estate groups, governments and private firms. It addresses and removes institutional impediments to the efficient transfer of property and facilitates the ability of potential buyers to buy and rent; owners to sell and developers to develop.

Since it began operations in 1992, it has helped establish, or it has materially supported, a total of 84 partner associations in 27 countries, through which it has touched an estimated total of 1,70,000 real estate professionals. It serves as midwife, mentor and governance consultant to associations, helping them solve their problems and expand their member services (especially professional training). In addition, since 1999 it has strengthened its capacity to offer legal and regulatory reform (including broker and appraiser licensing and / or accreditation), facilitate real estate multiple listing services, and promote international appraisal standards. It has also developed an institutional technique for providing administrative support simultaneously to brokers' and appraisers' associations.
Funding of IRPF Activities
 Initial support for the Foundation was provided by the National Association of Realtors (USA); however, the Foundation has now established total financial and organizational independence. Today the Foundation receives core funding from the U.S. Agency for International Development (USAID) and other financial support comes from government, corporate and private sources who are dedicated to IRPF’s mission.
Chronology of IRPF’s Role in India
A preliminary assessment by National Association of Realtors (NAR) in 2001 found “fractured” and “primitive” real-estate community, no licensing or MLS and lack of government support in recognizing the real-estate “industry” in India. In 2002, as part of the commitment made to India properties Institute of Real Estate, IRPF / NAR assisted in the creation of the India Institute of Real Estate (IIRE), a non-profit real estate trade association, open to all Indian real estate professional who met the membership standards. In 2004, a Memorandum of Understanding (MOU) between GLC (Government Law College) and IIRE were signed. GLC proposed to teach Procedures & Practices of Real Estate Training courses to Maharashtra State Board of Technical Education (MSBTE) and KC College at Mumbai. In 2006, local city associations and professionals agree to cooperate in creation of a national federation of real estate associations. As a result of this initiative, in 2007, NAR-INDIA (National Association of Realtors of India) was launched. Since then NAR-INDIA has shown rapid progress in membership and association structure.
